278 Project Management Process
A structured, phased approach to delivering compliant Section 278 highway works from approval to adoption.
Following completion and the required maintenance period (typically 12 months), we facilitate final inspection and adoption of the works into the public highway network.
06 — Final Inspection & Adoption
Works are delivered by our NRSWA-accredited operatives within live highway environments. Construction is undertaken in accordance with approved drawings and subject to staged inspections by local authority engineers.
05 — Construction & Inspection Phase
Prior to mobilisation, we can assist you in applications for parking bay suspensions, road closures, Traffic Management Plans (Chapter 8 compliant), utility coordination, and inspection notifications to the Highway Authority.
04 — Pre-Start Requirements
We assist in finalising the S278 legal agreement and ensuring all required financial bonds or cash deposits are secured. This stage is critical to formally authorise works within the public highway.
03 — Legal Agreements
Our engineering team prepares scaled drawings (1:250 / 1:500), including levels, drainage layouts, surfacing specifications and construction details for technical approval. We coordinate Stage 1 and 2 Road Safety Audits and address any design comments prior to submission.
02 — Detailed Design & Technical Audit
We support developers in arranging pre-application meetings with the Local Highway Authority to define project scope and establish the applicable technical standards. Early engagement helps identify key requirements and reduces design revisions later in the process.

Delivering Certainty at Every Stage
Our structured approach ensures full regulatory compliance, clear communication with stakeholders, and programme certainty from planning approval to final adoption.
